TrackPro software will aid LIHTC projects

Management of low-income housing tax credit projects soon will enter the Internet age.
Heartland Properties has plans to introduce Internet-enabled versions of its software programs, TrackPro Manager and Analyst, later this year.
Manager is a program for use by operators of tax credit-financed properties. It helps operators comply with complicated tax credit regulations. Analyst is for use by state housing finance agencies (HFAs), who award the credits and monitor compliance. So far, HFAs in three states use Analyst. Both Manager and Analyst work on Windows Personal Computers.
Currently, Manager and Analyst users must exchange information by e-mail, but when the password-driven Internet versions go on line, file transfers will happen automatically. "We are extremely busy right now talking with state agencies about the Internet capability of TrackPro Analyst, so the future is bright," said Jill Schleis, Manager of Software Development at Heartland.
The software handles such information as residents' income limits, rent limits, applications, family members, lease information, and likely violations of LIHTC regulations. The Manager package has an installed user base of about 2,000 projects, said Schleis.
HFAs also can acquire a separate electronic submission module, which enables them to require that property managers submit their records by using the software, even those who don't have Manager installed on their computers.
Heartland is a property management and development company that branched into LIHTC software development 12 years ago, when it couldn't find such a product for use in its own projects. Future plans call for developing a property management module.
Testing for the Internet versions is expected in the second quarter, with rollout in the second half of the year, Schleis said.
